Pl. 01 — Profile

Senior Environmental Data Scientist

Brian G. Long

An environmental data scientist who has spent the last three years quietly automating the most painful part of major-infrastructure ESIAs — the baseline. A proprietary RAG + Pydantic-AI pipeline now drafts biodiversity, climate, hydrology and landcover sections across a five-project, USD 3–5 billion, 2,600 MW Indonesian portfolio — coal CFPP, pumped-storage hydro, twin geothermal projects and copper smelting — cutting baseline preparation from six weeks to seven days while holding hallucination rates below two per cent and first-pass lender compliance above ninety-eight per cent.

    Seychelles sea cucmber survey

Marine survey design specialist · Tim Skewes Consulting · WB, GEF

Design Field Survey for Seychelles Beche-de-mer Project using ArcGIS Pro. Design data entry workbook using Excel. Data analysis using R, Python and Excel. This project aims to conduct a survey of sea cucumber population and their habitats on the Mahé and Amirantes Plateaus. The survey will consist of underwater visual census carried out by scientific and commercial divers in shallow areas(<20m) and a remotely operated vehicle (ROV) in deeper areas. The results from the fishery independent survey will be used to inform the next steps in the development of new management measures for the fishery. This will include reviewing the TAC for exploited species in use which is currently based on the 2017 stock assessment so that it reflects the current status of the stock. The specific objectives of this project are: 1. To conduct a fisheries independent survey to assess the abundance of all sea cucumber resources 2. To provide information on the stock status of the main commercial species 3. To collect biological and ecological information on sea cucumber species 4. To understand the effect of exploitation on sea cucumber population and distribution 5. Provide management advice to guide the future management of the sea cucumber fishery

Data Entry Workbook design, Data Analysis Ramu Nickel’s Basamuk Operations Marine Monitoring Program (OMMP) tracks compliance, compares anticipated impacts with observable impacts and identifies any additional impacts to biological resources associated with the Basamuk Plant operations. The 2024 OMMP deep ocean biota samples are being processed and analysed. Two categories of ocean biota were sampled, the macrofauna, which are animals retained on a 500 μm sieve, and the meiofauna, which are animals that pass through a 500 μm sieve and are retained on a 63 μm sieve. This division is used because efficient processing of the samples requires that different methods be used for the two size categories.

Technology innovation / proprietary methodology

AI-Driven ESIA Generation System (RAG + Pydantic-AI)

Active / production (deployed across all 5 ESIA projects, 2024–2026)

Proprietary system combining retrieval-augmented generation (RAG) and Pydantic-AI JSON-schema enforcement to automate ESIA baseline-section generation while eliminating LLM hallucinations and guaranteeing lender-compliant output. Deployed across the active 5-project / USD 3–5 B / 2,600+ MW Indonesian ESIA portfolio.

Performance metrics

hallucination rate
15–20% (industry) → <2%
baseline data accuracy
95%+ environmental; 90%+ social/economic
baseline preparation time
4–6 weeks → 5–7 days (45–50% reduction)
cost reduction per project
60–70%

100% traceability
lender compliance first pass
98%+
revision cycle reduction
70%

Core innovations

  • RAG-based information grounding — every baseline fact retrieved from verified sources (client documents, environmental databases, satellite imagery, regulatory frameworks), eliminating LLM hallucination.
  • Pydantic-AI JSON schema enforcement — structured output validation against IFC PS-compliant Pydantic models for each baseline section type.
  • Multi-stage hallucination mitigation — four-stage pipeline: source attribution → confidence scoring → cross-reference validation → specialist review gates. Reduces hallucination rate from 15–20% to <2%.
  • Automated baseline-section generation — comprehensive environmental and social baselines across 20+ parameter types with quantified data, VEC characterisation and significance assessment.

Architecture

  • Document ingestion pipeline (multi-format, semantic chunking)
  • RAG vector store (embedding, similarity search, source ranking)
  • Pydantic-AI JSON controller (schema enforcement, validation)
  • LLM integration (Claude / GPT-4 with function calling, structured output)
  • Validation engine (cross-reference checking, outlier detection, compliance verification)
  • Human review interface (confidence-scored flagging, annotation system)

Data sources

  • Client-supplied documents (project reports, baseline studies, consultation records)
  • Environmental databases (GBIF, IUCN Red List, WDPA, climate repositories)
  • Geospatial layers (Sentinel/Landsat, Google Earth Engine datasets, OpenStreetMap)
  • Regulatory frameworks (Indonesian AMDAL, IFC Performance Standards, lender safeguard policies)

Applied to

  • Buli CFPP (380 MW thermal, Halmahera)
  • Lake Toba PSHP (2,000 MW pumped-storage hydro, North Sumatra)
  • Mataloko Geothermal (Flores)
  • Ulumumbu Geothermal (Flores)
  • AMIN Copper Smelter (Sumbawa)

Competitive advantage

  • Eliminates hallucination-induced baseline errors (the standard LLM industry problem).
  • Ensures first-pass lender compliance — reduces revision cycles.
  • Accelerates ESIA timeline by 6–8 weeks per project.
  • Reduces baseline specialist consulting cost by USD 25–50 K per project.
  • Maintains 100% source attribution for audit and regulatory compliance.
  • Scalable across project portfolio under a standardised methodology.
